It could be called the Atkinson Law – the one which begins the rollback of stupidity on:

1. free speech;
2. elfanasafetee;
3. quangoism and fatcatism;
4. PC in general.

    Indeed. Atkinson has always been vocal about this. He was right then, he is right now.

    That bonfire of the quangos is looking like a damp squib at the moment. Maybe some more faggots are in order.

    Only one quibble with this, very unfortunately…
    “Elf’n-S” …..

    Was very, very necessary when introduced, back in the late 1970′s.
    What has gone (very badly) wrong is the substitution of Arse-Covering for REAL H&S.
    Real H&S compared to fake H&S are very differnt things, and actually taking the time & trouble to distinguish between the former, and the lies, bullshit, deliberate obfuscation & jobsworthing in the latter is not an easy task.

      The HASAWA was for its time a sensible piece of legislation brought in in the aftermath of the Aberfan disaster (Lord Robens was the Chairman of the Coal Board at the time of the disaster – set a thief to catch a thief) to deal with the failure of the hotchpotch of earlier acts. Covering all workplaces and all workers – including the self-employed – it requires employers to assess the risks created by their operation, analyse who might be affected and manage the risk to as low as reasonably practicable.

      What happened since then has been a plethora of delegated legislation and an increase in unnecessary litigation, creating a nation of risk averse cretins.
